A fair road user charge

What is left unsaid in the article is that road damage is not linearly proportional to the weight of the vehicle, but weight to the fourth power. This means, of course, heavy transport vehicles potentially do thousands of times more damage to the roads than passenger vehicles. Any fair road user charge regime should recognise this.
