Separation
There once existed a concept of separation of Church and State and that, amongst other things, need to be restored. If you look at all the issues that make headlines (public utilities, education, health, transport, housing, telecommunications and public broadcasting, banking, superannuation etc..) many of them prior to the present crisis were government institutions and all of them need separation and regulating.
My lifetime experience tells me that the provision of these services by government is not inefficient and that does not mean they don’t need regulating and auditing, but my experience tells me that private enterprise first and foremost can be trusted to maximise profit and like everything in life there are degrees of inefficiency and degrees of trustworthy .
Last nights 4corners highlighted the developers and the need for reestablishment of separation between community housing / housing and developers. Each have their role and one of them role is to make money and the others role is to regulate for the good of society.
As for funding increasing capital gains tax on profits from trading in shares would be a place to start because they add no actual value to the company and are inflationary.
