Frank Muller

Frank Muller co-authored some of the early work on carbon pricing and border adjustments in Washington DC in the 1990s, while directing policy research at the US EPA-funded University of Maryland Center for Global Change. In Australia he has headed climate change policy in the NSW Premier’s Department/Cabinet Office and been a Commissioner of the National Transport Commission, among other roles.
