Frank Muller
Frank Muller co-authored some of the early work on carbon pricing and border adjustments in Washington DC in the 1990s, while directing policy research at the US EPA-funded University of Maryland Center for Global Change. In Australia he has headed climate change policy in the NSW Premier’s Department/Cabinet Office and been a Commissioner of the National Transport Commission, among other roles.

Carbon border adjustments: what are they and how will they affect Australia?
Australia cannot continue to stand apart from other wealthy countries, free riding on their emission reduction efforts. Sooner rather than later, we will need to set commensurate targets under the Paris Agreement and implement policies to achieve them.
